In addition to the immediate causes of such incidents, the underlying reasons and other associated risks should also be identified.

If the STSB identifies safety deficiencies during its investigations, it addresses safety recommendations to the relevant supervisory authorities – in aviation, this is the FOCA, the EASA or another supervisory authority abroad. The authorities then determine which measures are appropriate as part of their supervisory activities. The aim is to reduce or eliminate the risks associated with the identified deficiency.

Safety advice

Occasionally, an investigation reveals safety deficiencies that cannot be remedied by adapting rules or regulations and direct supervisory activities, but can be eliminated by a changed or improved risk awareness. In such cases the STSB formulates a safety advice addressed to certain stakeholders and interest groups in the transport sector. A safety notice is intended to help the companies, individuals and organizations concerned to identify a risk and the need for action associated with it.

Ongoing information about implementation

The FOCA specialists assess the risk of each safety deficit addressed to the FOCA. The FOCA (independent supervisory authority) and STSB (independent authority for safety investigations) have different roles. Therefore, it may happen that they assess a risk differently. In addition, there are external factors – a legal adjustment is necessary or technical or operational adjustments by the industry with cost implications – which delay rapid implementation.

References

List of safety recommendations from STSB adressed to FFOCA

List of safety advices from STSB

Safety-related instructions and recommendations of the FOCA (SAND)

The Swiss Transportation Safety Investigation Board (STSB) is the official authority of the Swiss Confederation with the mandate to investigate […]

[515,444,486,487,488,489,491,492,493,494,497

post-5281","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-safety-notifications","category-sust","category-motorflug","category-segelflug","category-ultraleicht-ecolight","category-helikopter","category-rpas","category-eigenbau","category-ballon","category-parachute","category-airmanship-become-a-better-pilot
["GET
